Notes:

      1. You must be a member of National to be a member of a Base. 
        You can be a member of National without a Base (designated as at-large).
      2. National Membership is started when dues are received by National. 
      3. National Life membership are still responsible for Base dues.
      4. No Base dues exception for Commodore Status.  Commodore Status is 75 + years of age. 
      5. Dues for ACTIVE Duty personnel are complementary for the FIRST YEAR
